Austin, Texas – The Texas Legislature is facing a critical deadline as the special session enters its final 22 days without any proposed redistricting map available. With midterm elections approaching, both Democratic and Republican leaders are on edge regarding the potential adjustments to congressional district boundaries that could impact millions of Texans.
President Donald Trump has indicated his desire for Texas to redraw its congressional maps to bolster the Republican Party’s congressional seats. However, the public has yet to see any proposed map, which has raised concerns among minority community leaders. Texas Senate committee chair, state Sen. Phil King, has noted that he has not seen any maps and is unable to predict when they will be released.
Frustration is mounting among leaders from Houston’s Black and Hispanic communities, who feel the redistricting process is being expedited at their expense. State Sen. Borris Miles has criticized the current proceedings as a “farce” and disrespectful to Black and Brown citizens. The urgency around redistricting stems from four specific congressional districts held by representatives of these minority groups, prompting Governor Greg Abbott to call for the special session.
While Abbott has refrained from using Trump’s language, the intention appears to be to create opportunities for Republicans to secure up to five additional congressional seats. The Cook Political Report has identified South Texas’ 28th and 34th congressional districts as critical targets for the Republican Party, which currently controls 25 out of the 38 Texas congressional districts.
Democratic groups are organizing rallies across Texas to oppose the redistricting changes, with approximately 5,000 attendees at a recent rally in Austin. Prominent figures such as Beto O’Rourke and U.S. Representatives Jasmine Crockett, Joaquin Castro, and Greg Casar joined the event to highlight their opposition to the planned redistricting efforts.
Redistricting typically occurs in accordance with the U.S. Census, but Texas Republicans are pushing for changes in the middle of the decade. This move has sparked alarm among Democratic governors in other states, who are contemplating similar measures to counteract the Texas approach. New Jersey Governor Phil Murphy has characterized Texas Republicans’ redistricting attempts as “deplorable,” expressing the need for New Jersey to consider its options in reaction to these developments.
