The legislation prohibits the use of cell phones, smart watches, tablets, and headphones during school hours, allowing individual school districts to create and enforce specific policies regarding cell phone use.

Beginning this school year, districts, including the Houston Independent School District (HISD) and Lamar Consolidated Independent School District (Lamar CISD), have already established stringent rules. At HISD, all personal devices are banned during the instructional day, while Lamar CISD has similar limitations, imposing confiscation of devices with repeat violations resulting in potential alternative learning placements.

Other districts such as Katy Independent School District (Katy ISD) and Cy-Fair Independent School District (Cy-Fair ISD) have implemented comparable bans. Katy ISD also enforces penalties for violations, and Cy-Fair ISD requires that student devices be turned off and stored in backpacks, emphasizing strict adherence to the new policies.

Policy Implementation Across Districts

Fort Bend Independent School District (Fort Bend ISD) mandates that devices be off and out of sight throughout the entire school day, including in common areas like hallways and cafeterias. Violations will result in confiscation of the device. Meanwhile, Dallas Independent School District (DISD) is planning to collect cell phones at elementary levels and provide storage options for secondary students.

Fort Worth Independent School District (FWISD) has similar requirements, requiring students to power off devices and store them away for the school day. Arlington Independent School District (AISD) has adopted an “Away for the Day” policy, which means all personal devices must be stored in lockers or backpacks. Frisco ISD has also enforced a strict policy that will lead to disciplinary action for any violations.

Plano ISD operates with a similar framework where devices must remain off and in backpacks, with stricter measures in place for repeat offenders. Districts like Duncanville ISD and Allen ISD have consistent policies, prohibiting device use during school hours, including transition periods and lunch.

Exceptions and Support for Students

While the ban raises concerns regarding student safety and the ability to communicate with parents during emergencies, the law does allow for exceptions. Students may still use their devices for medical reasons or in cases of emergency communication. The Texas Education Agency has provided model policies and recommendations aimed at guiding school districts through the implementation process.

The initiative has garnered support from numerous educational stakeholders citing a decline in student engagement and rising mental health issues linked to excessive cell phone use. As a part of the effort to manage personal device use, several districts are collaborating with Yondr, a company that specializes in “phone-free spaces,” to secure students’ devices in pouches during school hours.

As the school year commences, Texas public schools will be navigating the implications of this ban while aiming to create a more focused learning environment.
